Members of the public who wish to address the Board of Trustees during Matters From The Public or to address an agenda item are to send an email to boardroom@eesd.org by the start of the open session (6:30 p.m.) or by completing a speaker card and submitted no later than the start of the open session. Speaker cards are to be submitted to the administratator who is seated at the dais, next to the Superintendent. Should a member of the public wish to speak to the Board of Trustees regarding an item on the Closed Session agenda, he/she may do so by sending an email to boardroom@eesd.org before the start of the closed session. Members of the public may speak to the Board of Trustees regarding agenda items during a non Closed Session right before that agenda item is addressed.
The Board allows up to three (3) minutes per speaker per agenda item, and a maximum of fifteen (15) minutes per agenda item. To ensure that all speakers are provided an equal opportunity to address the Board, individual speakers may not yield their allotted time to address the Board to other speakers. The Board may limit the total amount of time allocated for comment on an agenda item (Government Code 54954.3[b]).
If someone wishes to speak on an item that is not on the agenda but is within the jurisdiction of the Board, he or she may do so during Matters From The Public. The process and time allotment is the same as speaking on an item on the agenda.
In compliance with Government Code 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. The Board or its staff may briefly respond to statements made or questions posed by the public or ask a question for clarification. The Board may also provide a reference to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
