To become a substitute teacher at EESD, we require that you hold the following:
- a Bachelor's Degree, if you received your degree outside of the United States, your transcript must be evaluated by a California Commission on Teacher Credentialing (CTC) approved agency.
- a 30-Day Substitute Teaching Permit (or Single/Multiple Subject Credential)

Here are the steps to obtain a Substitute Teacher Permit application:
- Fingerprint for the Commission on Teacher Credentialing. Livescan form (form 41-LS) attached for your use. (you may also find this form at www.ctc.ca.gov)
- Register at our SCCOE website: https://credentials.sccoe.org/credregistration.aspx
- Go to www.ctc.ca.gov to create an educator account
- Order an electronic transcript delivered to credentialservices@sccoe.org PDF TRANSCRIPTS WILL NOT BE CONSIDERED OFFICIAL UNLESS THEY COME FROM THE UNIVERSITY TO OUR EMAIL ADDRESS, CREDENTIALSERVICES@SCCOE.ORG If your schooling was completed outside of the U.S., we need to see your original evaluated transcript.
- Email your CBEST results to credentialservices@sccoe.org or send an email to request a basic skills evaluation. *optional
When these steps are complete, SCCOE will submit your application to the Commission on Teacher Credentialing electronically. SCCOE will notify you of the recommendation and send you instructions to complete the process.
